Construction Workers

Construction workers refer to all the workers involved in the process of setting up a house or other building, including security guards on site, stone and brick pickers, paint and cement workers, electricians etc. Women account for half of India’s construction workforce, but remain marginalized and concentrated at the bottom of the industry hierarchy. These women carry out backbreaking carry tasks that have been replaced by machines in developed countries, such as breaking bricks by hand or being head load carriers. In Delhi, workers gather at select roadside junctions and wait for contractors to come pick them up for the day’s labor. As many construction workers are internal migrants from other parts of India, the risks of irregular work are even greater.

Role of SEWA in Delhi

  • Since 2005, determined construction workers have been organizing through SEWA in Delhi, and extending membership, protection, and support to other women. SEWA in Delhi links construction workers with the Delhi Building and Other Construction Workers’ Welfare Board (DBOCWWB) to register workers, secure social security entitlements and advocacy for legal recognition.
  • SEWA in Delhi has been actively organizing for simplified and streamlined processes for claiming these schemes, activation of scholarship for education of construction worker’s children and increased frequency of board meetings for effective communication.
  • n 2007, the Building and Other Construction Welfare Board (BOCW) started to function and SEWA in Delhi has been supporting the construction workers with registrations, renewals and to claim several social welfare schemes. In this annual period, SEWA helped 353 Construction workers with registrations, and 449 with renewals. Further, SEWA assisted 152 construction workers in accessing the government's financial assistance scheme, which provided Rs 5,000 per person. This scheme was initiated by the government when construction work was halted for a few months to curb pollution in the city.
  • SEWA in Delhi has also played an active role in updating construction workers about improved death claims, marriage claims and followed up with government administration till claim is passed, at no extra cost.
